During the meeting, the sides discussed prospects of bilateral cooperation. The Chinese side expressed its interest in launching a direct flight between Harbin and Saint Petersburg.The meeting resulted in agreement on the specification of cooperation between cities by forming a "road map".
The delegation included the Chairman of the Committee on Development and Reform of Harbin, Head of the Foreign Affairs Office, the Bureaus of Science and Technology and National Economy.
On 7 September, the delegation visited Emperor Alexander I St. Petersburg State Transport University, where they met with the leadership of the university. The sides discussed cooperation prospects between university and Harbin's government and the School of Transportation Science and Engineering (Harbin Institute of Technology) taking into account similar geological and climatic conditions of two countries. The sides agreed on the organization of the inter-university exchanges. The delegation of the School of Transportation Science and Engineering was invited to participate in the "TEBTRANS-2016" (Technosphere and environmental safety in transport sphere) scientific conference to be held in St. Petersburg on 26 - 28 October, 2016.
The guests also visited the Central Museum of Railway Transport, Russian National Public Library for Science and Technology and the Chemical Auditorium named after D.I. Mendeleev, as well as Training Transportation Management Center.
On 8 September, the delegation members met with the Vice Governor of St. Petersburg S.N. Movchan in Smolny. The meeting was attended by representatives of the executive authorities of St. Petersburg (the Committee for External Relations of St. Petersburg, the Committee for Science and Higher Education, the Committee for Culture of St. Petersburg, the Committee for Industrial Policy and Innovation of St. Petersburg).

Harbin delegation also visited SUE "Vodokanal of St. Petersburg", where there were negotiations with the director of the enterprise F.V. Karmazinov. During the meeting, the sides agreed on preparation of a protocol of intent in the sphere of modernization of water supply and sanitation systems in St. Petersburg and Harbin; sharing the experience in the sphere of new technologies applied in the field of water and sewage utilities. In addition, the sides discussed prospects of opening Water Academy on the basis of SUE "Vodokanal of St. Petersburg" in 2017 and the participation of the Chinese colleagues in this project.
