    III Session of the Intergovernmental of the St.Petersburg-Kyrgyz Joint Commission on Trade, Economy, and Scientific, Technical, and Cultural Cooperation

    On February 18 through 19, 2010, III Session of the Intergovernmental St.Petersburg-Kyrgyz Joint Commission on Trade, Economy, and Scientific, Technical, and Cultural Cooperation was held in Smolny.

    On February 18 through 19, 2010, III Session of the Intergovernmental St.Petersburg-Kyrgyz Joint Commission on Trade, Economy, and Scientific, Technical, and Cultural Cooperation was held in Smolny.

    The Commission is co-chaired by:
    - N.Ch. Sulaimanov, Minister of Transport and Communications of Kyrgyz Republic;
    - A.V. Prokhorenko, Chairman of St.Petersburg Committee for External Relations.
    The Commission's work was attended by the representatives of the Committee for Investments and Strategic Projects, as well as the Committee for Education and the Committee for Science and Higher School of St.Petersburg.

    The results of 2009 were summed up, and the priorities defined for further cooperation in the area of production, power industry, health care, labour, employment, and migration, education and science, agriculture, tourism and culture.

    Namely: 

    • JSC "Ak-Bula" Aravan Area of the Kyrgyz Republic collected and processed 367.0 tons of cotton fiber and exported to St.Petersburg in 2008.
    • The Kyrgyz Republic delegation participated in XIII Petersburg International Economic Forum.
    • Experts of JSC "NES Kyrgyzstan" and JSC "Electric Power Plants" attended the advanced training courses at the St.Petersburg Power Industry Institute for Advanced Studies (PEI PK).
    • JSC "SevZapNTTs" (St.Petersburg) carried out the preliminary calculations for the feasibility study of 4 hydroelectric plants at Upper Naryn cascade (Kyrgyzstan).
    • Leningrad Mechanical Plant supplied the hydroelectric power plant Kambar-Ata-1.
    • The National Center for Maternal and Child Welfare of the Kyrgyz Republic held a scientific and practical conference and master classes participated with the medical doctors from St.Petersburg specializing on congenital disorders of children. During the stay of St.Petersburg medical specialists in Bishkek, they carried out the surgery on 11 children with disorders of the gastrointestinal tract. The National Center for Maternal and Child Welfare of the Kyrgyz Republic settled an agreement to conduct surgical operations at the Center for Infant Surgery in St.Petersburg for free.
    • Collaboration was established between the Kyrgyz State Medical Academy (Department of Hospital Therapy at KSMA) and St.Petersburg State Medical University named after I.P. Pavlov (Department of Hospital Therapy named after M.V. Chernorudskiy, Department of Pulmonology at the Research Institute of Pulmonology at StPb SMU named after I.P.Pavlov).
    • For the 2009–2010 academic year, 7 state-subsidized studying seats were allocated for the citizens of Kyrgyz Republic in the universities of St.Petersburg, on technical and humanitarian professions.
    • Employees of museums in Kyrgyzstan took part in the Regional Training of CIS countries "Running a Museum" held by UNESCO.
    • "Aitmatov Readings" and an exhibition devoted to the works of Chyngyz Aitmatov were held in St.Petersburg.
    • Post-graduates of the Kyrgyz Republic Conservatoire participated in the International Vocal Competition named after Rimskiy-Korsakov and the International Ballet Competition.
    • Airline company STC Russia launched a direct service between St.Petersburg and the cities of Osh and Bishkek on a regular basis.
    • A project on re-establishing the navigation on Lake Issyk-Kul is being elaborated.
    • Particular attention was paid by the Commission to the development of cooperation in the area of labour, employment, and migration, aiming to determine the demand of St.Petersburg in the foreign human resources and to attract the labour-seeking migrants from the Kyrgyz Republic.
    • In the area of tourism, the following areas of cooperation were defined:
      - Assistance to the participation of tour operators and representatives of St.Petersburg business circles in the exploration and development of the priorities for tourism in Kyrgyz Republic (resort and recreation, mountain adventure, environmental and business tourism);
      - Involving the experts from different areas to develop new tourist routes along the historic Great Silk Route;
      - Joint participation in the exhibitions on tourism in Kyrgyz Republic and St.Petersburg.
    • To promote cooperation in the area of agriculture, it is planned to elaborate on the supply of agricultural products for St.Petersburg from Kyrgyz Republic (early vegetables, fruits, dried fruits, juices, canned foodstuffs).
    • In the area of health care, it is planned to develop the cooperation in the following sectors:
      - Sharing experiences on improving the organization of public medical care of both sides;
      - Inviting experts from both sides to the seminars, symposia, and conferences held in Kyrgyz Republic and St.Petersburg and devoted to the current issues of public health care;
      - Inviting the medical specialists of St.Petersburg to carry out surgical operations and master classes in Kyrgyz Republic;
      - Training of Kyrgyz Republic paramedics at the educational institutions under the jurisdiction of the Committee for Health Care of St.Petersburg.

    The members of the Commission noted the need for further cooperation in the areas of education, science, and culture, and discussed the possibility of creating a Kyrgyz cultural center in St.Petersburg at the Information Business Center. IV Session of the Commission was scheduled in Bishkek in summer of 2010.
