On July 13 through 16, 2009, the delegation of St.Petersburg, led by Governor Valentina Matvienko, visited Germany.
During the visit, V.I. Matvienko met in Frankfurt-am-Main with Markus Frank, State Advisor on Economic Affairs in Frankfurt-am-Main, Norbert Kloppenburg, Vice-President of the bank group KfW, and the representatives of the investment company DEG.
In Munich, V.I. Matvienko met with Martin Zeil, Minister of Economic Affairs, Infrastructure, Transport and Technology of Bavaria, and Emilia Mueller, Bavarian State Minister over Federative and European Affairs.
On July 16, within the framework of Russian-German inter-governmental consultations, a Memorandum of Intent was signed between St.Petersburg, the company «Fraport AG», and OAO «Bank VTB», in the presence of D.A. Medvedev, President of Russia, and Angela Merkel, Federal Chancellor of Germany. The memorandum provides for the conclusion of the Agreement on the establishment, reconstruction, and maintenance of the objects belonging to the property of airport «Pulkovo», on the PPP basis. The parties confirmed their intention to establish a leading transport hub for North-Eastern Europe and Russia based on the international airport «Pulkovo». Memorandum, among other, implies the involvement of new international and domestic airlines to expand the geography of flights, create a competitive environment and introduce new technologies to provide high quality services, infrastructure development and opportunities for attracting private investments.
During the visit to Germany, the delegation also attended the 9th Forum «The St.Petersburg Dialogue».

On June 25, 2009, the jury of the open contest for the right to conclude an agreement on the establishment, reconstruction, and maintenance through public-private partnership over the objects of the airport «Pulkovo»property, bestowed it on the Consortium LLC «Air Gate of the Northern Capital». It is founded by VTB Bank Europe plc and the German company Fraport Group - operator of the Frankfurt-am-Main airport.
