The signatures under the relevant document were provided by K.K. Khudoley, St.Petersburg State University Vice-Rector for International Relations, and Siegfried Stiehl, Vice-President of University of Hamburg. The Treaty for Cooperation between the leading universities of two cities-partners was first signed on May 22, 1975.
