Evgeny Grigoriev was born on 30th May 1958 in Krasnoyarsky Kray in the family of a military service member.
In 1961, his family moved to Leningrad.
In 1977 he graduated from the Leningrad Radio Mechanical College.
From 1977 to 1979 he served in the Armed Forces of the USSR.
In 1985 he graduated from the Higher School of the KGB of the USSR and held operational and managerial positions in the system of state security.
Since 1996, he headed the department for international cooperation in federal structures (the Federal Service of Tax and Revenue Police of Russia, the Financial Monitoring Committee of the Russian Federation, and the Federal Agency of the Russian Federation for Control of Drug Trafficking).
Since 2009, he held executive positions in large state-owned companies (The United Shipbuilding Corporation (USC), PromResource, Rostec Сorporation) regarding foreign trade and international activities.
On 31 March 2014, he was appointed to the Chairman of the Committee on External Relations of St. Petersburg.
