On June 24, 2011, Mr Ziang Seo Fy, Minister, Chairman of the Committee for Ethnic Affairs of Vietnam, visited St.Petersburg within the confines of his visit to Russian Federation. The purpose of the visit is to study the Russian experience in the field of inter-ethnic harmony and development of small nations.

During his conversation with Alexander Prokhorenko, Member of St.Petersburg Government, Chairman of St.Petersburg Committee for External Relations, the provisions for unity and integrity of the multinational state and preservation and development of civic identity was discussed.
According to Alexander Prokhorenko, the solution to the “national question”, the development and preservation of national (state) identity of the whole state is impossible without the efforts of its territorial entities.
The entrenched approach of St.Petersburg on the harmonization of inter-ethnic relations, according to Mr. Ziang Seo Fy, is of considerable practical interest.
