The official ceremony of laying of wreath at the Manchester Cenotaph was held on 6 May 2013. The veterans of the Second World War and Arctic Convoys, representatives of the Russian Embassy in the UK, Manchester City Council, Manchester – St.Petersburg Friendship Society participated in the ceremony. It was also attended by Professor Leonid Seleznev, Blockade Survivor and Chair of St.Petersburg Society for Cooperation with Great Britain, St.Petersburg Association for International Cooperation
Professor Seleznev took part in the meetings and seminars dedicated to Russia and the Heroic Siege of St.Petersburg organized by the Manchester Metropolitan University and Manchester – St.Petersburg Friendship Society
